The Hydrogen Mine produces fuel for your fleets and probes. Hydrogen is also part of some construction and manufacturing costs.
Upgrade the mine when your transport or exploration plans start using more hydrogen than you produce. It needs workers and power to operate. Its storage tank has a separate upgrade.

Keep a reserve for the next operations before launching a mission. A large stockpile at another colony will not automatically fuel a fleet departing from here. You must transport the hydrogen first.
