Research and activate a planetary law

Laws change conditions on a planet. They can support production, society, science or defense, with costs and trade-offs to consider for that colony.
Researching a law makes it available to use, but does not activate it automatically.
Step by step
- Complete the Planetary Legislation prerequisites in Basic Infrastructure: Security Systems, Bureaucratic Facilities, a level 4 Command Center and a level 3 Research Center.
- Finish that research to access the Laws branch.
- Research the policy you want to use.
- Open the planet, then Command Center and its Laws tab.
- Read the effects, activation cost, upkeep and incompatibilities.
- Activate the law and check its status in the panel.
For example, Technical Scholarships increase local science, while other policies may reduce happiness or production. Choose a law based on the planet’s needs.
Follow the active-law limit shown in the panel. If you cannot pay the upkeep, a law may be suspended and stop providing its effects. Restore resources and diplomacy, then use the reactivation option. Deactivating a law may add a wait before you can use it again. You cannot manage laws on an occupied planet.
